Mr. Saman SEN is a seasoned community development and insurance professional with extensive experience spanning NGO networks, private sector advocacy, and Shariah-compliant community finance in Cambodia. His career reflects a strong commitment to ethical leadership, economic empowerment, and sustainable development within the Muslim community.

Mr. Saman began his professional journey working closely with NGO networks in Cambodia, where he played a pivotal role in community development initiatives and private sector advocacy. His engagement with the Cambodian Federation of Employer and Business Associations (CAMFEBA) enabled him to represent Cambodian employers at both national and international levels, including participation in the International Labour Conference of the International Labour Organization (ILO) in Geneva, Switzerland. Through this role, he developed strong expertise in advocacy, stakeholder engagement, and policy dialogue.

Building on this foundation, Mr. Saman transitioned into the insurance sector, where he held key positions with Forte Insurance Company and Blue Ocean Insurance Broker Company. His work focused on business development, health insurance, and income-generation solutions, where he demonstrated a strong ability to build strategic relationships and drive organizational growth. His leadership and performance led to his promotion as General Manager of Blue Ocean Insurance Broker Company in 2020, a role in which he successfully strengthened operations and expanded market presence.

In 2022, motivated by a deeper commitment to social impact and community empowerment, Mr. Saman transitioned into the role of Freelance Insurance Consultant with Forte Insurance Company, allowing him to combine professional expertise with community-oriented initiatives and advisory services.

Currently, Mr. Saman serves as the Executive Director of the Cambodian Amanah Takaful Association (CATA), a Muslim non-profit organization dedicated to promoting solidarity, mutual assistance, and sustainable development through Shariah-compliant and ethical initiatives. In this role, he provides strategic, ethical, and operational leadership to ensure CATA fulfills its mission in full alignment with Islamic principles and Cambodian law. He is responsible for guiding the organization’s vision, developing and implementing Board-approved strategic plans, and ensuring strong governance, transparency, and accountability while fostering unity and trust within the Muslim community.

As Executive Director, Mr. Saman oversees the effective delivery and continuous development of CATA’s core programs, including the My Community Fund Program, RIBA Clearance Program, Hajj Fund Program, and Islamic Business Cooperative. Under his leadership, these programs aim to generate measurable social, economic, and spiritual impact, supported by robust monitoring, evaluation, and learning systems and strict adherence to Shariah compliance.

Financial stewardship is a central pillar of his leadership. Mr. Saman ensures responsible management of member contributions, donations, Zakat, and grants; oversees budgeting, audits, and internal control systems; and promotes sustainable funding models rooted in Amanah (trust), accountability, and ethical resource management.

In addition to his organizational leadership, Mr. Saman actively represents CATA at national and international forums. He has participated in major events such as the DIDM Convention 2023 in Cambodia and DIDM Convention 2024 in Singapore, and the Community of Success Program (COSP) 2023 in Singapore, organized by the Rahmatan Lil Alamin Foundation (RLAF). He also served as a delegate at the signing ceremony of the Letter of Intent between Phnom Penh City, Cambodia, and West Sumatra, Indonesia, strengthening regional cooperation. Under his leadership, CATA has signed Memoranda of Understanding (MoUs) with Zazhir Wakaf and Badan Amil Zakat Nasional, further expanding institutional collaboration.

Through his work, Mr. Saman continues to champion Shariah-compliant finance, ethical entrepreneurship, youth development, and inclusive economic growth, ensuring that CATA remains a trusted, community-responsive institution serving the Ummah. His career reflects a rare combination of professional excellence, ethical leadership, and unwavering dedication to building a resilient and empowered Muslim community in Cambodia.
